D66 wants Arnhem to be prepared for the future. Our population is growing and as a consequence more housing is needed. These must also be the right kind houses: affordable and attractive for all kinds of people. That is why D66 believes that much more needs to be built. We opt for higher building and we want to keep as much green space as possible in the city.
We are also looking at new forms of housing, such as shared homes and senior starter homes. And we want more and better housing for students. Existing neighborhoods must remain attractive and strong. Sometimes many vulnerable people live together in a neighborhood. By attracting different kinds of people in a neighborhood, we increase the quality of life. We also opt for more greenery.
Arnhem should become a real cycling city and the public transport should be accessible to everyone within ten minutes. In addition, Arnhem must also become more sustainable. By providing loans to people so they can make their homes more sustainable, for example with better insulation. D66 wants no one to have energy label G in 2026. Suitable roofs should be used as much as possible for solar panels. And there must also be space for solar fields. In order to be able to heat gas-free, the district heating network must be expanded and new techniques must be investigated.
In addition to sustainability, more must be reused: waste must be reused as raw material as much as possible. D66 believes that the municipality should set requirements for reusability when purchasing. Separating waste should also be made easier: citizens who properly separate their waste should be rewarded for this.

Every citizen should have the opportunity to participate. That starts at school. Every child has different talents and different challenges to face. That is why D66 wants appropriate education to be available for every child. Schools must provide a safe environment for everyone, regardless of gender or sexual orientation. That is why we focus on Gender and Sexuality Alliances (GSAs), networks of students for diversity, at all schools in Arnhem.
If a child has problems, we want youth care and youth support to offer a good solution quickly. Every child also deserves to be able to grow up with technology, sports, art and culture.
In order to be able to participate, sufficient income is necessary. We help people who live in poverty out of poverty, instead of having to survive in poverty. Participating is also determined by your chances on the labor market. D66 strives to get and keep as many residents as possible at work. People who face challenges should receive sufficient guidance and opportunity for retraining.
When it comes to physical or mental problems, prevention is better than cure. By making an effort for a healthy, green and accessible environment, we invite the people of Arnhem to exercise more and lead a healthy lifestyle. We also want various organisations, such as childcare, schools, general practitioners and the police, to work well together.
It is important that we continue to look after each other, especially if someone needs care. We help informal carers, volunteers and vulnerable people to get the right support, close to home. To determine what the right support is, we give residents more opportunity to participate in the discussion.
For people in Arnhem who have difficulty with language, we make Dutch language accessible. This way, everyone can participate. We conclude an opportunity agreement with the city on improving the opportunities for everyone in education, at work and in society.

Arnhem is the cultural capital of the east and should remain so. We do this by, for example, investing in both amateur art and top cultural organisations. We also want to ensure sufficient space for artists, musicians and designers in our city. The cultural sector must reach a wider audience and become more visible in Arnhem-Zuid.
By helping schools with art and music lessons and visiting cultural institutions, we bring young people into contact with art and culture. We are also looking at free admission to cultural institutions for school-age children.
D66 wants to make Arnhem the most SME-friendly city in Gelderland. By working with flexible regulatory framework areas we give entrepreneurs more space. Starting entrepreneurs also receive benefits, such as loans and property tax exemption. To stimulate creativity and innovation, we focus on good cooperation between entrepreneurs, companies, startups and education. We provide places where residents can exchange knowledge and we expand existing places. We strengthen cooperation with neighbouring regions.
Arnhem must move towards a circular economy: an economy in which waste residual products are put to good use locally or regionally. D66 believes that the municipality should set a good example. We do this by using half as many raw materials in 2030 as in 2020. In 2050, we want all remains and waste from the municipality to be reused. We focus on the sharing economy and urban agriculture. This way we use less stuff and we get food closer to home. We also encourage the business community to produce circularly.
We make the city centre more lively, for Arnhemmers and for tourists. By mixing housing and shops, we prevent vacancy. By creating more greenery, visitors can relax in more places and we ensure that heat or extreme rain cause fewer problems. We also tackle discrimination and conclude an agreement with the hospitality industry about safe going out. In addition, we want a good connection between the inner city and other places where many tourists go, for example a special trolleybus to Burgers’ Zoo and Meinerswijk . We give more attention to monuments and the war history of Arnhem.

Arnhem is a diverse city and we cherish that. D66 does not accept any form of discrimination on any ground whatsoever. We are tough against discrimination, and ensure that more people can find their way to hotlines against discrimination. We make agreements with the police and other organisations about handling reports, so that Arnhem people feel taken seriously. We do not accept that politics or the municipality treats residents unequally.
The voice of the Arnhem inhabitants is important for good governance. That is why there must be more scope for ideas. Young people also need to be more involved in decision-making. The municipality must listen carefully to its inhabitants. She will have to communicate in understandable language and be easily accessible for questions. This also includes public buildings that are accessible to everyone.
Services of the municipality are increasingly online. This is important, but for those who want to, the municipal counter must remain open. The municipality must remain accessible to everyone. The web site and the videos of council meetings must also be accessible to deaf and blind people. And those who have difficulty with language should also be able to use the website. And the municipality must protect the data of its inhabitants properly.
