Zo\u2019n besluit stelt hoeveel vliegtuigen mogen stijgen en landen en welke overlast toegestaan is. Om hier een gedeeld beeld over te krijgen heeft RTHA een participatietraject met belanghebbende gevoerd. Dat traject is mislukt. Er is geen overeenstemming over de toekomst van de luchthaven en gedurende het traject werden vertegenwoordigers van de omwonenden buitengesloten. Tijd om weer eens naar de startvraag te kijken: heeft RTHA toekomst? Een goede internationale bereikbaarheid zorgt voor nauwe zakelijke relaties tussen bedrijven in onze steden en steden in het buitenland, goederenvervoer door de lucht maakt snelle levering van\u200b\u200b\u200b\u200b producten mogelijk. Het participatietraject voor RTHA is daar een voorbeeld van, maar ook het welbekende Alderstraject rond Schiphol. De uitkomsten van deze trajecten zijn eigenlijk altijd hetzelfde: de maatregelen voor groei worden doorgezet en de maatregelen voor hinderreductie blijken niet uitvoerbaar, worden niet of veel te laat omgezet in regelgeving of worden niet gehandhaafd. Tegen de tijd dat dit duidelijk wordt begint alweer de nieuwe gespreksronde over groei versus krimp. Omwonenden staan op deze wijze structureel op achterstand.<br><br>Wie twee stappen terug zet moet constateren dat het luchtvaartbeleid in Nederland feitelijk leidt tot steeds verdere groei terwijl er tegelijkertijd nauwelijks resultaten geboekt worden op hinderreductie, gezondheidsverbetering en vermindering van uitstoot van CO2, fijnstof en stikstof. Dat is niet vol te houden. De luchthaven opereert feitelijk illegaal zonder stikstofvergunning, groei van het vliegverkeer zorgt voor nog eens extra CO2 uitstoot en de nabijheid van woonwijken maakt het hinderprobleem onoplosbaar. Dit is de reden waarom D66 in haar verkiezingsprogramma voor de Provinciale Statenverkiezingen in maart een duidelijke stip op de horizon heeft gezet: sluiting van RTHA in uiterlijk 2040. Dat lijkt niet heel radicaal maar zo\u2019n stip op de horizon doorbreekt het patroon van doormodderen waarin we gevangen zitten. Het ontwikkelen van zo\u2019n netwerk vraag tijd en veel investeringen maar is niet vrijblijvend. Als we het niet doen dan staan we in 2040 aan de vooravond van een nieuwe praatronde terwijl het water dan letterlijk aan onze lippen staat.
