Een lastige Voorjaarsnota\u2026 De reserves zijn leeg, we wachten nog op veel compensatie van het Rijk voor de jeugdzorg die klauwen met geld kost, zoals bijna overal in Nederland, en ook voor de ondersteuningsmaatregelen voor Corona. 2020 is afgesloten met een positief resultaat van \u20ac 1,68 miljoen, maar dat bedrag is eigenlijk nodig als weerstandsreserve, zeg maar een calamiteitenpotje. Toch ziet de Raad een aantal urgente problemen die snel aanpak behoeven.\t<\/p>\t  <\/div>\n\t<\/div>\n  <\/div>\n\n\n<div\n  id=\"\"\n  class=\"wrapper  wrapper__spacing-bottom-large--30 paragraph__align--left paragraph__color--black paragraph__size--default   block-paragraph__paragraph\"\n\t\t\t>\n\t\tD66 heeft net als een aantal andere partijen \u00a0aandacht gevraagd voor het gebrek aan handhaving op illegale verkamering van woningen. Dit zorgt voor een sterke afname van veiligheid en leefbaarheid in een aantal wijken. De burgemeester heeft becijferd dat er structureel \u20ac320,000 nodig is om hier 4 FTE aan handhaving op te zetten. Wij hebben een amendement gemaakt om de helft van dat bedrag uit het resultaat van 2020 te halen om daar in de tweede helft van dit jaar al mee aan de slag te gaan. Structurele dekking voor 2022 en verder zou volgens ons kunnen komen uit een bezuiniging op inhuur derden, daar wordt nu 6 miljoen meer voor begroot dan de \u20ac19 miljoen die we hier in 2019 (voor de corona) aan hebben uitgegeven. De wethouder heeft toegezegd te willen kijken of dit niet een tandje minder kan, maar onze motie en amendement hebben het niet gehaald helaas. Uiteindelijk bleek geen enkel voorstel om meer geld voor handhaving vrij te maken het gehaald te hebben.<br><br>Wel was er overeenstemming in de raad om wat te doen \u00a0aan de voortdurende aanpak van de overlast in het Veldpark. Er is gekozen voor een combinatie van de harde en zachte aanpak, en er is een inloopvoorziening voor de mensen in het park op het prioriteitenlijstje gezet, voor als er meer geld blijkt te zijn dit najaar bij de behandeling van de begroting. \u00a0Dir prioriteitenlijstje was al aardig gevuld door het college, maar de raad heeft daar ook het afschaffen van de hondenbelasting opgezet. Het afschaffen van de blaftaks is een langgekoesterde wens van de raad, het staat ook sinds 2018 in het coalitieprogramma, maar er is steeds geen geld voor.<br><br>We hebben nog wel een duurzaamheidsmotie binnengehaald. Ik heb een motie die oorspronkelijk door de Partij voor de Dieren ingebracht was helpen herschrijven tot een opdracht om alle relevante partijen om de tafel te krijgen om een ontzorgingsprogramma verduurzaming voor huiseigenaren op te zetten. Dit kan echt een boost geven aan de verduurzaming van Zaanstad zonder dat de gemeente er veel geld in hoeft te steken. Helaas heeft de PvdD ondanks dit succes tegen de Voorjaarsnota gestemd, we moeten voortaan maar zonder hen moties schrijven.<br><br>Al met al waren er 36 stemmingen, en geen enkele keer van de stemming volgens coalitie-oppositie lijnen, dat is ook wel uniek te noemen.
