Deze zorgverzekering wordt door de gemeente aangeboden als de voorliggende verzekering voor minima, maar is niet zo voordelig meer. &#8221;Door de wijze waarop de gemeente deze verzekering aanbiedt, kan de doelgroep gemakkelijk denken dat deze verzekering het meest geschikt is voor hen. Bovendien subsidieert de gemeente alleen de zorgverzekeraar waarmee ze een contract heeft, minima die zich graag ergens anders willen verzekeren kunnen dus geen aanspraak maken op de gemeentelijke bijdrage. Dit komt doordat de aanvullende verzekering verplicht moet worden afgenomen, ook als iemand weinig gebruik maakt van de zorg. Bovendien zijn de tarieven gestegen.
