De constructie waarbij de gemeente eigenaar is van de grond onder koopwoningen sluit niet meer aan bij deze tijd. D66-raadslid Lars Roodenburg: \u201cAls je de grond onder je huis in erfpacht hebt, zitten daar veel meer voorwaarden aan verbonden dan wanneer het je eigen bezit is. Deze voorwaarden belemmeren de woningbezitter bij de financiering en verkoop van zijn woning. Het voorstel dat we vandaag hebben aangenomen, geeft woningbezitters de vrijheid om te kiezen.\u201d\t<\/p>\t  <\/div>\n\t<\/div>\n  <\/div>\n\n\n<div\n  id=\"\"\n  class=\"wrapper block-paragraph__paragraph\"\n\t\t\t>\n\t\tHet afschaffen van erfpacht is een grote wens die D66 vorig jaar op liet nemen in het coalitieakkoord. Daarin is ook vastgelegd dat de gemeente erfpachters van woningen in de gelegenheid stelt om hun erfpachtrecht om te zetten naar vol eigendom. Bij de omzetting van erfpachtrechten worden uitsluitend die bepalingen opgelegd of in stand gehouden die ook zouden worden opgelegd als de gemeente het perceel in eigendom zou leveren voor nieuwbouw. Lars Roodenburg: \u201cHuiseigenaren kunnen de grond onder hun huis voor niets kopen van de gemeente. Ze krijgen de grond dan in vol eigendom. Hiermee krijgen zij dezelfde positie als degenen die sinds januari van dit jaar de grond gelijk in volle eigendom hebben verkregen. Erfpacht is nodeloos ingewikkeld en kan potentiele kopers afschrikken, zeker als zij de keuze hebben tussen het kopen van een woning met erfpacht of zonder. Roodenburg: \u201cErfpachtregels werken belemmerend bij het verkrijgen van een hypotheek en bij de verkoop van het huis. De eigenaar kan nu beslissen om zijn huis ook zonder erfpacht te verkopen. Er zijn echter nog vele bestaande woningen die nog op grond staan die in erfpacht is uitgegeven. In het coalitieakkoord is afgesproken dat Utrecht haar inwoners de mogelijkheid gaat geven om ook de grond onder hun woning in volle eigendom te verkrijgen. Vandaag is dit besluit door de gemeenteraad genomen. In het verleden zijn er veel zogenaamde erfdienstbaarheden op percelen grond gevestigd omdat\u00a0 eigenaren bijvoorbeeld de kabels en leidingen van nutsbedrijven op hun grond moesten accepteren. In de praktijk blijken op veel van de percelen die in erfpacht zijn uitgegeven die kabels en leidingen helemaal niet onder de grond te lopen.
