Dit is weliswaar onbedoeld maar daarom niet minder ongewenst. Boogers geeft een heel helder advies waar D66 volledig achter staat. block-paragraph__paragraph\"\n\t\t\t>\n\t\tOp verzoek van de Utrechtse gemeenteraad heeft Marcel Boogers zich gebogen over belangenverstrengeling bij gemeenteraadsleden. Directe aanleiding voor het rapport was de aangifte van Dhr. Oostveen tegen een collega-raadslid. Oostveen vond dat hij ten onrechte beschuldigd werd van belangenverstrengeling. Oostveen, naast raadslid van Stadsbelang Utrecht ook actief als projectontwikkelaar in Leidsche Rijn, verstuurt regelmatig e-mails over zijn zakelijke belangen naar de gemeenteraad. In deze mails roept hij zijn collega-raadsleden op een standpunt in te nemen in zijn langlopende conflict over grondzaken met de gemeente Utrecht. In oktober 2015 escaleerde dit, waarna Boogers om advies werd gevraagd. Klaas Verschuure: \u2018Boogers concludeert dat Oostveen met het sturen van de mails heeft gepoogd de besluit- en meningsvorming binnen de gemeenteraad te be\u00efnvloeden. Daarmee is er &#8211; hoewel onbedoeld \u2013 duidelijk sprake van belangenverstrengeling. Klaas Verschuure: \u2018We hebben, naar aanleiding van het advies van de Commissie Addink, eerder afspraken geprobeerd te maken met Wim Oostveen. Dat heeft helaas niet gewerkt. Dit geeft Oostveens grote betrokkenheid bij zowel bij zijn zakelijke belangen als bij de gemeenteraad aan. Dat is te prijzen, alleen zijn die twee belangen niet verenigbaar. Ook over de onmogelijkheid van het scheiden van Dhr. Oostveens twee rollen, raadslid en projectontwikkelaar, is Boogers helder. Ook moet de gedragscode voor raadsleden worden gespecificeerd en geactualiseerd. Verschuure: \u2018We moeten hier snel mee aan de slag zodat we de hele zaak achter ons kunnen laten. Het is nu eerst aan Wim Oostveen en Stadsbelang Utrecht om consequenties te verbinden aan dit advies. Of hij moet zijn zakelijke belangen op grote afstand plaatsen, of hij moet zich terugtrekken als gemeenteraadslid.
