block-paragraph__paragraph\"\n\t\t\t>\n\t\tEPOT wil een creatief warenhuis beginnen in een oude spoorloods in de Daalse buurt. Na ruim twee jaar voorbereiden haakt de eigenaar van het pand, de NS, onder druk van een paar buurtbewoners op het allerlaatste moment af. Weg cultureel initiatief. Weg impuls voor de buurt. Weg identiteit voor een nieuwe wijk.<br><br>Een ander voorbeeld: het muziekfestival Woodlum in Lombok krijgt alleen een vergunning als er 400 mensen minder komen. Dat is te weinig. Het festival gaat niet door.<br><br>En een derde voorval: Castellum Hoge Woerd wil meer evenementen organiseren. Terwijl heel Leidsche Rijn vraagt om meer cultuur, willen een paar omwonenden in beroep om dit tegen te houden. Jonge, vernieuwende initiatieven die het culturele klimaat van Utrecht verlevendigen en verrijken, lopen allemaal tegen dezelfde problemen aan: boze buren, lange procedures en een star ambtenarenapparaat dat verschillende belangen dient.<br><br>Cultuur, horeca en ontspanning zijn in Utrecht van oudsher geconcentreerd in de Binnenstad. Waarom is er niks te doen in Leidsche Rijn? In Lombok, Zuilen, Tuindorp of Overvecht? Kleine, soms tijdelijke initiatieven om nieuwe idee\u00ebn uit te proberen horen wat D66 betreft overal in de stad thuis. Culturele hotspots en creatieve broedplaatsen zijn een verrijking voor \u00e9lke wijk.<br><br>Buurtbewoners zijn bang voor overlast. Daar hebben wij natuurlijk begrip voor. Maar waar baseer je je oordeel op als goede buur? Als je buurvrouw \u2019s avonds laat gaat oefenen op haar gitaar, bel je aan en maak je gezamenlijke afspraken. Het gaat om jullie beider woongenot \u2013 hoe verschillend je ook bent. Zo zou het ook moeten gaan bij nieuwe initiatieven. Helaas gaat dit vaak mis in Utrecht. Een paar buren starten een facebookpagina en een burgerprotest is opgestart.<br> Zonder begrip voor de wensen van de rest van de wijk of de kansen voor de stad, of overleg met de ondernemer. Bovendien luisteren we bij initiatieven veel te weinig naar de wensen van nieuwe bewoners. Een paar bewoners voert de boventoon, de zwijgende meerderheid laat zich niet horen. En dan staat een wijk zo weer jaren stil.<br><br>De gemeente heeft hier een lastige dubbelrol. Nieuwe initiatieven worden gestimuleerd, maar ondertussen worden er ook regels opgelegd die initiatieven belemmeren. Het schuurt en wringt: flexibiliteit versus strakke gemeentelijke kaders. Dit schuren slaat door in een risicomijdende cultuur. In \u2018liever geen terras dan een klein terras\u2019 en \u2018je mag \u2019s avonds open maar niet later dan 22:00 uur!\u2019. Het college laat zich niet van haar beste kant zien. Haar ambtelijk apparaat dient verschillende belangen en meet met vele maten. <br><br>Culturele Zaken en Economische Zaken willen ruimte voor broedplaatsen, hotspots en horeca, Vergunningen wil de veiligheid waarborgen en overlast voorkomen, en Gebiedsontwikkeling wil zoveel mogelijk woningen. Er wordt veel te weinig samengewerkt vanuit een gedeelde visie. Elke afdeling een schoon straatje. De ondernemer zoekt het maar uit. Resultaat: een stille, stilstaande stad.<br><br>D66 wil niet dat Utrecht stil komt te staan. We moeten deze trend van risico\u2019s mijden doorbreken en verdeelde belangen overbruggen &#8211; en soms wat meer lef tonen. Anders komen initiatieven van cultureel ondernemers, door te strakke regelgeving en bange buren, niet meer naar Utrecht! Wij willen ruimte geven aan initiatieven. Met oog voor de huidige \u00e9n de nieuwe bewoners. Daarvoor is het nodig dat jij, de zwijgende meerderheid, je uitspreekt voor meer festivals, broedplaatsen en culturele hotspots!
