Deze afspraken worden gemaakt tussen vakbonden (namens de werknemers) en werkgevers(organisaties. Hoewel de overgrote meerderheid van werknemers met een CAO te maken heeft, is slechts minder dan 15% van hen lid van een vakbond.\t<\/p>\t  <\/div>\n\t<\/div>\n  <\/div>\n\n\n<div\n  id=\"\"\n  class=\"wrapper  wrapper__spacing-bottom-large--30 wrapper__spacing-bottom-desktop--20  wrapper__gutter--none\"\n  >\n  \t<div class=\"wrapper__container wrapper__container-width-large--default\">\n\t  <div class=\"wrapper__inner wrapper__width-large--24 wrapper__width-mobile--24\">\n\t\t<p\n\t\tclass=\"paragraph paragraph__align--left paragraph__color--black paragraph__size--default   block-paragraph__paragraph\"\n\t\t\t>\n\t\tVakbonden zien een toename van oudere leden en een afname van jongere leden. Veel vakbondsleden zijn geen werknemer maar gepensioneerd. Anders gezegd: de representativiteit van de vakbeweging neemt zowel kwantitatief (organisatiegraad) als kwalitatief (ondervertegenwoordiging jongeren) af. Ook zijn er grote verschillen tussen sectoren.\t<\/p>\t  <\/div>\n\t<\/div>\n  <\/div>\n\n\n<div\n  id=\"\"\n  class=\"wrapper  wrapper__spacing-bottom-large--30 wrapper__spacing-bottom-desktop--20  wrapper__gutter--none\"\n  >\n  \t<div class=\"wrapper__container wrapper__container-width-large--default\">\n\t  <div class=\"wrapper__inner wrapper__width-large--24 wrapper__width-mobile--24\">\n\t\t<p\n\t\tclass=\"paragraph paragraph__align--left paragraph__color--black paragraph__size--default   block-paragraph__paragraph\"\n\t\t\t>\n\t\tDit roept de vraag op of het huidige systeem van collectieve onderhandelingen en het tot stand komen van arbeidsvoorwaarden, acceptabel is vanuit democratische oogpunt. Zo ja: wat betekent dit voor het (verplichte) lidmaatschap? Wat kan er worden gedaan om voor betrokkenheid van alle werknemers groepen te zorgen, zodat iedereen daadwerkelijk mee kan praten?\t<\/p>\t  <\/div>\n\t<\/div>\n  <\/div>\n\n\n<div\n  id=\"\"\n  class=\"wrapper  wrapper__spacing-bottom-large--30 wrapper__spacing-bottom-desktop--20  wrapper__gutter--none\"\n  >\n  \t<div class=\"wrapper__container wrapper__container-width-large--default\">\n\t  <div class=\"wrapper__inner wrapper__width-large--24 wrapper__width-mobile--24\">\n\t\t<p\n\t\tclass=\"paragraph paragraph__align--left paragraph__color--black paragraph__size--default   block-paragraph__paragraph\"\n\t\t\t>\n\t\tHoe verhoudt dit zich tot een sectorale indeling?
