Maar wat betekent dat eigenlijk? Daarvoor is het goed dat je een visie hebt op Diversiteit en Inclusie. Helaas had de gemeente Montferland dat lang niet. = Lokale Inclusie Agenda) die het college heeft opgesteld als een eerste aanzet voor een Montferlandse visie op Diversiteit en Inclusie, die vervolgens vertaald kan worden in een uitvoeringsagenda. In een motie heeft D66 opgeroepen alsnog een visie Lokale Diversiteit en Diversiteit op te stellen en vervolgens jaarlijks een uitvoeringsagenda aan te bieden aan de raad. Hierbij is het van belang dat diverse groepen uit de samenleving worden betrokken, maar ook belangenorganisaties. In de visie is aandacht voor alle diversiteitsfactoren conform het model van Movisie (bijlage 1 uit de LIA 2025-2035).<br>\u00a0<br>Gemeenten zijn verplicht een LIA op te stellen vanwege het VN-verdrag Handicap. <strong>Er bestaat g\u00e9\u00e9n wettelijk voorschrift dat de LIA per se door de gemeenteraad moet worden vastgesteld.<\/strong> De VNG-handreiking ondersteunt gemeenten bij het opstellen van een LIA maar schrijft niet voor of het college \u00f3f de raad de agenda formeel moet vaststellen. <strong>In de praktijk verschilt het per gemeente.<\/strong> Sommige gemeenten laten de LIA formeel door de <strong>raad vaststellen<\/strong> (raadsbesluit of raadsvoorstel), andere gemeenten stellen de LIA <strong>door het college<\/strong> vast. Beide werkwijzen komen veel voor. Montferland voldoet aan de wettelijke verplichting, aangezien het college reeds een besluit heeft genomen.<br><br>Zowel de motie als het amendement van D66 werden in meerderheid door de raad aangenomen. Ook in de gemeenteraad van Montferland wordt er lacherig gedaan als we het hebben over bepaalde doelgroepen. Freddy deed de oproep respectvol te zijn ten opzichte van mensen uit de LHBTIQ+ gemeenschap of mensen die eenzaam zijn, een beperking hebben of een andere culturele achtergrond. Dus eigenlijk ten opzichte van alle inwoners, ongeacht wat hun achtergrond of kenmerk is.
