De kadernota is beleidsarm en gebaseerd op het bestaande beleid. Eigenlijk kunnen we over het CUP heel kort zijn, dit is het huiswerk wat het college moest maken nadat het raadsakkoord gesloten is. En ze zouden dat ter kennisgeving naar de raad sturen. Zo heeft D66 ook naar het stuk gekeken. Gaat dit document ons nu richting geven? En waarom zit de financi\u00eble onderbouwing er niet bij? En daarmee is het document dan ook teleurstellend voor ons.\t<\/p>\t  <\/div>\n\t<\/div>\n  <\/div>\n\n\n<div\n  id=\"\"\n  class=\"wrapper  wrapper__spacing-bottom-large--30 block-paragraph__paragraph\"\n\t\t\t>\n\t\tIn het CUP zijn de doelstellingen niet volgens de regels der kunst geformuleerd. Zij zijn niet smart geformuleerd. Dus niet concreet, Activiteiten en doelstellingen worden door elkaar genoemd. D66 heeft begrip voor het feit dat het CUP onder grote tijdsdruk zijn gemaakt. Maar er zijn nog grote slagen te maken. En we staan nu dankzij de bestuurlijke crisis door het college veroorzaakt al meer dan een jaar stil. En diezelfde mensen die de crisis veroorzaakt hebben, zitten nu weer aan het stuur. Daar maken wij ons grote zorgen over. Het is doorborduren op bestaand beleid, maar je zou mogen verwachten dat er keuzes worden gemaakt. Of een prioritering wanneer we wat gaan doen. Maar we lezen het niet.<br><br>Deze manier van denken en werken, dus werken vanuit een raadsakkoord waarbij alle partijen meedoen, alsmede bestuurlijk aansturing is nog geen gemeengoed. Laten we niet terugvallen in oppositie-coalitieverhoudingen, wat we nu al zien, en geheid\u00a0 gaat leiden tot nieuwe bestuurlijke onrust als we daar niet alert op zijn. De Auditcommissie kan hierbij vanuit de raad een belangrijk rol vervullen. Door naar de doelen, die in het CUP staan, te kijken en hoe we kunnen monitoren en bijsturen.<br><br>Bij het onderdeel woningbouw worden we blij. Uitgangspunt zijn groene en klimaat adaptieve woningbouwlocaties. Laten we niet in de valkuil trappen dat groen de sluitpost gaat worden bij realisatie. Dus voer ook de gepresenteerde plannen uit. D66 zal\u00a0 dat toetsen bij de definitieve bestemmingsplannen die aan de raad voorgelegd zullen worden. Wij hebben afgesproken in het raadsakkoord dat we klimaatadaptieve, biodiverse en duurzame woonwijken willen realiseren. Dat betekent ook dat we daarvoor de financi\u00ebn moeten reserveren. Niet alleen voor de aanleg, maar ook voor het beheer.<br><br>In hoofdstuk 4.7 en 4.9 van het CUP staat terecht staat het belang vermeld om werkgelegenheid te cre\u00ebren bij MKB en R&amp;T. Want wanneer we 1500 woningen willen bouwen moet er ook gelijktijdig meer arbeidsplaatsen gecre\u00eberd worden. Een norm van 0,5-1 arbeidsplaats per nieuwe woning wordt wel genoemd. D66-fractie vraagt aandacht voor \u2018waar gewoond wordt moet ook kunnen worden gewerkt\u2019! Denk in dit kader ook hierbij aan het verminderen van de mobiliteit en belasting van de A12.\t<\/p>\t  <\/div>\n\t<\/div>\n  <\/div>\n\n\t<\/div>\n\n\t<div class=\"block-post-content__sidebar\">\n\t\t\n\t\t\n\t\t\t<\/div>\n<\/section>\n\t  <\/div>\n\t<\/div>\n  <\/div>\n\n\n<div\n  id=\"\"\n  class=\"wrapper  wrapper__spacing-bottom-large--50 wrapper__spacing-bottom-desktop--70 wrapper__spacing-bottom-mobile--50  wrapper__gutter--none\"\n  >\n  \t<div class=\"wrapper__container wrapper__container-width-large--default\">\n\t  <div class=\"wrapper__inner wrapper__width-large--18 wrapper__width-desktop--22 wrapper__width-mobile--24 wrapper__offset-large--6 wrapper__offset-desktop--2 wrapper__offset-mobile--0\">\n\t\t<section class=\"block-post-content\">\n\t<div class=\"block-post-content__title\">\n\t\t<h3 class=\"heading  heading__color--black heading__size--medium heading__font--sans heading__weight--semiBold  block-post-content__heading\" id=\"nav-college--ga-aan-het-werk-9983\" data-nav-heading-mobile=\"College, ga aan het werk!\">\n\tCollege, ga aan het werk!<\/h3>\t<\/div>\n\t<div class=\"block-post-content__content\">\n\t\t\n<div\n  id=\"\"\n  class=\"wrapper  wrapper__spacing-bottom-large--30 wrapper__spacing-bottom-desktop--20  wrapper__gutter--none\"\n  >\n  \t<div class=\"wrapper__container wrapper__container-width-large--default\">\n\t  <div class=\"wrapper__inner wrapper__width-large--24 wrapper__width-mobile--24\">\n\t\t<p\n\t\tclass=\"paragraph paragraph__align--left paragraph__color--black paragraph__size--default   block-paragraph__paragraph\"\n\t\t\t>\n\t\tD66 heeft behoefte aan een duidelijke termijnagenda. Het CUP geeft ons nog geen duidelijkheid welke prioritering er wordt gemaakt door het college. Bij belangrijke onderwerpen kan de raad afspraken maken om met een startnotitie te komen. Zodat duidelijk is wat de opgave is en wat ze kunnen verwachten. \u00a0Let op de tijdbelasting van raadsleden en laat B&amp;W vooral ook gewoon hun voorbereidende en uitvoerende taken doen. En laten wij ons als raad niet met hun werk bezighouden.<br><br>Kijkend naar de financi\u00ebn: kom bij de begroting met een re\u00ebel scenario, maak een goede analyse van de mei-circulaire. Nu is het vooral varen in de mist.<br><br>Het belangrijkste voor ons: College ga aan de slag! Pak door en verzet werk. Leg ons keuzes voor! Dankzij drie van de huidige vier wethouders staan we nu al meer dan een jaar stil. Laat zien dat u deze positie als wethouder verdient. U heeft het vertrouwen nog niet gewonnen van de D66 fractie. Daarvoor moet u echt binnenkort met goede inhoudelijke en goed onderbouwde raadsvoorstellen komen, voortvloeiend uit het raadsakkoord. Ga besturen op hoofdlijnen en ga je niet druk maken om randzaken. D66 heeft dan ook geen moties en amendementen, het is het college wat het werk moet uitvoeren.
