Met dit akkoord maken we dat waar. Maastricht kiest voor een groeipad naar meer dan 140.000 inwoners in 2040, omdat die groei nodig is om de tweedeling te verkleinen, doorstroming op gang te brengen en het toekomstig verdienvermogen van de stad te versterken. class=\"block-text-title__content\">\n\t\t<p class=\"paragraph paragraph__align--left paragraph__color--black paragraph__size--default\">\n\t\tVoor veel Maastrichtenaren begint dat bij wonen. Het akkoord kiest daarom voor een investeringsimpuls van 20 miljoen euro voor betaalbaar wonen. We versnellen woningbouw in onder meer de Spoorzone, Limmel aan de Maas en Belv\u00e9d\u00e8re, maken meer ruimte voor hoogbouw en voor nieuwe woonvormen zoals friends- en hospitabewoning. Tegelijk beperken we gemeentelijke regels rond bouwen en wonen, met als uitgangspunt geen lokale kop op landelijke regels en een nee-tenzij-benadering voor extra regels.<br><br>We investeren nadrukkelijk in de volgende generatie. Voor een nieuwe agenda Jeugd en Onderwijs wordt vier keer 1 miljoen euro aan impulsgeld beschikbaar gesteld. Daarnaast komt er een preventie-impuls van 5 miljoen euro om van Maastricht een echte preventiestad te maken, juist omdat de verschillen in gezondheid en kansen in de stad nu nog te groot zijn.<br><br>Ook op straat moet de verandering zichtbaar worden. De coalitie maakt extra middelen vrij voor herinrichting van de openbare ruimte, vergroening en verduurzaming. Er komt 10 miljoen euro voor vergroening van de stad en 11,5 miljoen euro voor koppelkansen bij herinrichting van straten en pleinen, plus extra geld voor verduurzaming, onder meer voor zon op dak met opslag. Het uitgangspunt is helder: niet alleen onderhouden, maar straten en pleinen groener, veiliger, toegankelijker en beweegvriendelijker maken.<br><br>Daarnaast bouwt Maastricht verder aan haar positie als kennisstad. Het akkoord bevat een nieuw investeringsfonds van 20 miljoen euro voor de campus in Randwyck en een MKB-actieprogramma om de economie en werkgelegenheid te versterken. Daarmee kiezen we voor een stad waar universiteit, campus en ondernemers samen de motor zijn van vernieuwing, en waar talent kan komen, leren, werken \u00e9n blijven.<br><br>Dit akkoord is bewust op hoofdlijnen geschreven. De grote keuzes zijn gemaakt, maar de verdere uitwerking gebeurt in open gesprek met de gemeenteraad, de stad en partners. Voor D66 hoort dat bij een open bestuurscultuur: duidelijke richting, maar ook ruimte voor samenwerking en betere uitvoering.<br><br>Voor ons is dit akkoord geen eindpunt, maar een begin. Nu begint het echte werk: zorgen dat Maastrichtenaren dit gaan merken in hun buurt, op school, op straat en thuis.
