Het doel van dit project is om in een zone van Randwyck tot en met Limmel 8.000\u201312.000 woningen te bouwen en kantoren te ontwikkelen. Het college stelde voor om twee varianten nader uit te werken. Het nadeel daarvan was dat ook in de toekomst een passerelle blijft bestaan.
