Dit programma vervangt de inmiddels 12 jaar oude \u201cNota Kwaliteit\u201d en vormt een belangrijke stap richting een toekomstbestendige leefomgeving. paragraph__align--left paragraph__color--black paragraph__size--default   block-paragraph__paragraph\"\n\t\t\t>\n\t\tMet het nieuwe programma en het bijbehorende kwaliteitsfonds wil de gemeente de omgevingskwaliteit in Leudal behouden en versterken. Het beleid sluit beter aan bij de huidige tijdgeest en biedt duidelijke kaders voor woningbouw en leefomgeving. Tegelijkertijd wordt bouwen van nieuwe woningen betaalbaarder gemaakt.<br>Vooralsnog richt het programma zich specifiek op woningbouwontwikkeling. Het stelt dat woningbouw een verlies van omgevingskwaliteit kan betekenen, bijvoorbeeld door het verdwijnen van groen zoals: weilanden, parkjes of ander openbaar groen. Daarom is compensatie verplicht. Dit kan fysiek, door nieuw groen aan te leggen binnen het projectgebied, of financieel, via een bijdrage aan het kwaliteitsfonds. Voor kavelsplitsing binnen woonkernen daalt deze bijdrage van \u20ac100,- naar \u20ac20,- tot \u20ac35,- per m\u00b2, wat woningbouw flink betaalbaarder maakt. In het buitengebied blijft het tarief ongewijzigd op \u20ac100,- per m\u00b2.<br>Ook de bijdrage voor het splitsen van een bestaande woning wordt aanzienlijk verlaagd. Binnen de woonkernen is er geen bijdrage nodig voor een woningsplitsing. In het buitengebied wordt het bedrag teruggebracht van \u20ac25.000,- naar \u20ac15.000,- per woning.<br>Woon- en kavelsplitsing is een effici\u00ebnte manier om snel extra woningen te realiseren. De wethouder gaf een toezegging om te onderzoeken in hoeverre de hoogte van de tarieven woningbouw belemmert en zal daarover over een half jaar de Raad informeren.
