Tijdens deze bijeenkomst &#8220;In gesprek over woningbouw: Van belemmering naar versnelling&#8221; gaf Luc Winants, docent \u201cBuilt Environment\u201d Zuyd Hogeschool, een inleiding over het thema. Hij ging met name in op de belemmeringen die momenteel spelen en er niet voor zorgen dat er massaal nieuwe woningen worden gebouwd. Daarna volgde een korte discussie.<br>Na de pauze zijn er vier stellingen over ditzelfde thema behandeld en er is uitgebreid de tijd genomen om met elkaar in discussie te gaan. Ook hier werd ingegaan op hoe de woningbouw kan worden versneld, door belemmeringen weg te nemen en ruimte en mogelijkheden vrij te maken. Gemeenten, regio\u2019s en provincies spelen hierin een sleutelrol.<br>Het overgrote deel van de ruim 20 deelnemers bestond uit leden van de afdeling, maar ook enkele ge\u00efnteresseerden daarbuiten kunnen inzetten, is het opstellen van een vlekkenplan voor de omgeving. Dit plan schetst mogelijke locaties en functies voor woningbouw, evenals gebieden waar geen bouwactiviteiten gewenst zijn. Het vlekkenplan biedt ruimte voor flexibiliteit, zoals het instellen van regelvrije zones en specifieke invullingen van bouwlocaties.<br>&#8211; <strong>Inspraak en betrokkenheid: <\/strong>Het vlekkenplan moet samen met inwoners worden ontwikkeld om draagvlak en inclusiviteit te bevorderen. Hiervoor is het noodzakelijk om vernieuwende en creatieve manieren te vinden om bepaalde doelgroepen te bereiken die anders niet vanzelfsprekend betrokken zijn. In het bijzonder is er aandacht nodig voor jongeren en minder bereikbare groepen, waarvoor innovatieve benaderingen en proactieve \u201coutreach\u201d nodig zijn.<br>&#8211; <strong>Cultuurverandering:<\/strong> De implementatie van het vlekkenplan vereist een verandering in cultuur binnen de gemeente. Co\u00f6peraties kunnen helpen om betaalbare woningen te realiseren en bewoners meer zeggenschap te geven over hun leefomgeving. Door het gebruik van een vlekkenplan, het oprichten van co\u00f6peraties, woningsplitsing, het zien van de gemeente als projectontwikkelaar, en experimenten met flexibele bestemmingen, kunnen belemmeringen in de woningbouw worden aangepakt. Een sleutelrol is weggelegd voor cultuurverandering, proactieve communicatie met bewoners, en een viering van gezamenlijke successen in elke stap van het proces.<br>Deze maatregelen, met een langetermijnvisie, vragen om betrokkenheid, innovatie en een open houding richting de samenleving.
