Verschillende discussies zijn in aanloop naar dit bestemmingsplan gevoerd. Via het ambitiedocument, de nota van uitgangspunten, het beslisdocument en het concept masterplan. Deze discussies gingen over de vroegtijdige start van een deel van het plan op basis van het oude bestemmingsplan, lagere parkeernormen, het mislopen van een rijksbijdrage, het terugdraaien van het aantal bereikbare woningen en bezuinigingen op groen. Op basis van een voorstel vanuit de oppositie zijn er gelukkig toch meer bereikbare woningen in de plannen opgenomen.\u00a0<\/strong>\t<\/p>\t  <\/div>\n\t<\/div>\n  <\/div>\n\n\n<div\n  id=\"\"\n block-paragraph__paragraph\"\n\t\t\t>\n\t\tIn de commissie voor de besluitvorming in de raad ging het met name nog over de ingediende zienswijzen, de nota MER (milieueffectrapportage), het Beeldkwaliteitplan en de verwerking hiervan in het ontwerp bestemmingsplan. In de commissie heeft de fractie van D66 nadrukkelijk gewezen op de negatieve effecten op de leefbaarheid door geluidsbronnen in de omgeving. Het gaat daarbij vooral om geluidsoverlast door wegverkeer, spoor en de cumulatie van geluid. Helaas kunnen deze maar voor een beperkt deel worden vastgelegd in het bestemmingsplan, omdat ze in deze fase te concreet zijn. D66 heeft het college gevraagd de raad goed betrokken te houden bij de toekomstige doorvoering van meer hoognodige optimalisatie maatregelen. Het college heeft aangegeven dit te zullen doen. Daarnaast heeft D66 het college verzocht naar naar toekomstige bewoners het eerlijke verhaal over het akoestisch klimaat te vertellen. Uit de MER blijkt dat er qua geluidsbelasting verschillen zijn tussen de verschillende bouwdelen.
