Met de vaststelling is het voor iedereen mogelijk gedurende een periode van 6 weken een reactie (zienswijze) te geven. De reacties worden verwerkt, zodat de raad in februari 2022 de eerste versie van de Omgevingsvisie 1.0\u00a0 vast kan stellen. D66 diende bij de behandeling in de raad verschillende amendementen en een motie in. Deze hadden betrekking op de aanduiding van de Driehoek Noordpolder, de ambitie voor de OV-verbinding Zoetermeer-Rotterdam (ZoRo-busbaan) en de consequenties van de Leefmilieu Effectrapportage.<\/strong>\t<\/p>\t  <\/div>\n\t<\/div>\n  <\/div>\n\n\n<div\n  id=\"\"\n  class=\"wrapper  wrapper__spacing-bottom-large--30 wrapper__spacing-bottom-desktop--20 block-paragraph__paragraph\"\n\t\t\t>\n\t\tMet de Omgevingswet, die naar verwachting op 1 juli 2022 in werking treedt, worden 26 wetten op het gebied van ruimte, wonen, milieu, natuur, water en infrastructuur samengevoegd. De nu vastgestelde ontwerp Omgevingsvisie 1.0 is een gemeentelijke integrale strategische visie voor lange termijn voor de hele leefomgeving. Doel van de Omgevingsvisie is om te sturen op een aantrekkelijke en toekomstbestendige leefomgeving. Tegelijk met de vaststelling van de Omgevingsvisie in juli 2022, wordt de huidige Structuurvisie Lansingerland (uit 2010) ingetrokken.\t<\/p>\t  <\/div>\n\t<\/div>\n  <\/div>\n\n\t<\/div>\n\n\t<div class=\"block-post-content__sidebar\">\n\t\t\n\t\t\n\t\t\t<\/div>\n<\/section>\n\t  <\/div>\n\t<\/div>\n  <\/div>\n\n\n<div\n  id=\"\"\n  class=\"wrapper  wrapper__spacing-bottom-large--50 wrapper__spacing-bottom-desktop--70 wrapper__spacing-bottom-mobile--50  wrapper__gutter--none\"\n  >\n  \t<div class=\"wrapper__container wrapper__container-width-large--default\">\n\t  <div class=\"wrapper__inner wrapper__width-large--18 wrapper__width-desktop--22 wrapper__width-mobile--24 wrapper__offset-large--6 wrapper__offset-desktop--2 wrapper__offset-mobile--0\">\n\t\t<section class=\"block-post-content\">\n\t<div class=\"block-post-content__title\">\n\t\t<h3 class=\"heading  heading__color--black heading__size--medium heading__font--sans heading__weight--semiBold  block-post-content__heading\" id=\"nav-driehoek-noordpolder--amp--zoro-verbinding126\" data-nav-heading-mobile=\"Driehoek Noordpolder &amp; ZoRo-verbinding\">\n\tDriehoek Noordpolder &amp; ZoRo-verbinding<\/h3>\t<\/div>\n\t<div class=\"block-post-content__content\">\n\t\t\n<div\n  id=\"\"\n  class=\"wrapper  wrapper__spacing-bottom-large--30 wrapper__spacing-bottom-desktop--20  wrapper__gutter--none\"\n  >\n  \t<div class=\"wrapper__container wrapper__container-width-large--default\">\n\t  <div class=\"wrapper__inner wrapper__width-large--24 wrapper__width-mobile--24\">\n\t\t<p\n\t\tclass=\"paragraph paragraph__align--left paragraph__color--black paragraph__size--default   block-paragraph__paragraph\"\n\t\t\t>\n\t\tSamen met Leefbaar 3B, CDA en CU diende D66 een amendement in om de aanduiding van de Driehoek Noordpolder in de ontwerp Omgevingsvisie aan te passen. Op verschillende plekken in de Omgevingsvisie werd de Driehoek aangeduid als woningbouwlocatie. Met dit amendement wordt dit gewijzigd in studielocatie omdat het allerminst zeker is dat er gebouwd kan worden op deze plek. Bovendien is het project door het college tot nader order on-hold gezet.<br>Op initiatief van D66, mede ingediend door de VVD, GroenLinks, PvdA en Wij Lansingerland, stelde D66 voor om de ambitie tot vertrammen van de ZoRo-busbaan in stand te houden. Bij alle verwijzingen in de Omgevingsvisie werd alleen gesproken over de huidige status als busbaan. De gemeente (raad en college) hebben in allerlei overleggen en samenwerkingsverbanden altijd de ambitie uitgesproken om de busbaan in de toekomst te vertrammen als onderdeel van een schaalvergroting in het OV. Uit de conclusies en aanbevelingen blijkt dat de Omgevingsvisie op verschillende milieueffecten slecht scoort. Met name op geluid, externe veiligheid, gezondheid en duurzaamheid. De ontwerp Omgevingsvisie geeft op geen enkele manier aan hoe ze met de aanbevelingen en voorgestelde maatregelen uit de rapportage om wil gaan. Op initiatief van D66, mede ingediend door Leefbaar 3B, GroenLinks, PvdA en Wij Lansingerland, stelde wij via een motie voor het college een reactie te laten formuleren op de voorgestelde maatregelen in de Leefmilieu Effectrapportage en deze te verwerken in een nieuwe versie van de Omgevingsvisie.
