Dat is waar de D66 fractie naar op zoek is.\u00a0<br>Voor de kinderen die opgroeien in onze gemeente. Maar ook een goede basis qua budgetbeheer en informatievoorziening. Voorspelbaarheid, geen verrassingen. Maar de realiteit is een tekort van 30 miljoen en diverse schoolbesturen die wachten totdat het bouwtreintje op gang wordt gebracht.<\/strong>\t<\/p>\t  <\/div>\n\t<\/div>\n  <\/div>\n\n\n<div\n block-paragraph__paragraph\"\n\t\t\t>\n\t\tBudget niet indexeren, verkeerde bronnen voor leerlingprognoses, gestegen bouwkosten en vergeten douches\/kleedruimtes op tekeningen. Intern was het rommelig bij de gemeente de afgelopen tijd op het vlak van onderwijshuisvesting. We weten nu waarom, maar op welke voet nu verder?<br><br>In de commissie samenleving van 14 november werd door het college twee denkrichtingen gedeeld. Niets doen is geen optie: we hebben als gemeente de formele plicht om huisvesting te organiseren voor het primair onderwijs en dat komt op korte termijn in geding.<br>De gemeente had de verplichtingen jegens scholen in drie groepen opgedeeld.<br><br>&#8211; Groep 1; wettelijke plicht en geen alternatieven beschikbaar.<br>&#8211; Groep 2A; onwenselijk uit te stellen i.v.m. plicht v.s. kunnen afstoten duur vastgoed.<br>&#8211; Groep 2B: onwenselijk uit te stellen. Renovatie of vervangende nieuwbouw echter noodzakelijk.<br>&#8211; Groep 3: reeds over besloten, maar nog geen beschikking afgegeven aan schoolbesturen.<br><br>In de commissie gaven we een anekdote voor scholen in groep 2B die het college wellicht niet direct kan bijstaan. Ronald van der Stad: &#8220;Ik herinner me ons bezoek nog als Raad aan basisschool Koningin Beatrix, tegenwoordig De Parel. Vijf \u00e0 zes jaar terug. Toen als pand allang en duidelijk voorbij aan de levensduur van 40 jaar. Deze school is terecht beschikt voor renovatie, maar wanneer dan? Gaan ze de 60 jaar halen?<br><br>Ook voor andere scholen in groep 2B blijft onduidelijkheid wanneer zij aan de beurt zijn. Al dan voor vervangende bouw. Voor hoe lang moeten schoolbesturen nog investeren in onderhoud en hoe lang blijven de hogere energielasten nog aanhouden voor deze oudere panden?<br>Als de werkafspraak is dat iemand het gebouw neerzet voor 40 jaar en gelijktijdig is diegene niet verantwoordelijk voor onderhoud en energie dan kan je verwachten dat er zal worden uitgesmeerd. Daar kan je rekening mee houden. Bij ordentelijk toegepast onderhoud zullen de kosten bij uitsmeren ook relatief meevallen, maar hoe fair is het om te blijven uitsmeren zonder duidelijk perspectief? Financieel verstandig is het niet, maar dit vragen wij dus wel aan deze schoolbesturen!<br><br>En dan het bouwtreintje in Bleiswijk waar school op school op wacht. Er is logische volgorde ooit bedacht en afgesproken, maar investeringen vanuit de gemeente zijn gestaakt. Daar gaan de grote investeringen naartoe. Iets wel\/niet doen of het aanpassen van het voorzieningsniveau heeft dan ook direct invloed op het leefgenot en de sociale cohesie van deze toekomstige wijk. Ronald van der Stad: &#8220;Zal er een sporthal komen met horecavoorziening waar verengingen kunnen groeien of worden het gymzalen en iedere avond de buurtkroeg in of digitaal gekluisterd zijn. Ook wordt er gekeken of er meer grond uitgegeven kan worden t.b.v. woningbouw door (gym)onderwijs en multifunctionele ruimtes compacter te bouwen. Dat brengt extra inkomsten.<br>Ook de D66 fractie staat geheel open voor een voorstel uit de algemene reserve. We hebben die opgebouwd voor momenten zoals deze om incidenten op te vangen en het is niet alsof we een feitelijke keuze hebben. Daarnaast leveren de exploitaties van Wilderszijde ook winsten op die nu de algemene reserve instromen. Heilige huisjes van goed onderwijs en duurzaamheid trappen we niet graag in, maar realisme dwingt soms tot keuzes.\u00a0<br><br>Wat D66 betreft is het jaartal 2050 waarbij alles energieneutraal dient te zijn dichtbij, maar sommige investeringen die gedaan moeten worden zullen qua levensduur dat jaartal zowel technisch als financieel niet gaan halen. Ronald van der Stad: &#8220;De must om nu energie neutraal (ENG) te bouwen voor nog niet uitgewerkte plannen mag er wat ons betreft vanaf. Gemeenten om ons heen bouwen nog niet ENG. Kijk hier nog eens goed naar, want die laatste paar procent om van Bijna (B)ENG naar ENG te gaan zijn vaak het kostbaarst. We incasseren straks een flinke financi\u00eble klap, wordt deze klap bij het volgende IHP nog groter?<br><br>En alhoewel middelbare scholen natuurlijk geen onderdeel uitmaken van het IHP, maken wij ons wel ernstige zorgen over hoe onze middelbare scholen bij kunnen blijven met de bouw van Wilderszijde.
