D66 Hulst bracht er vier in. paragraph__align--left paragraph__color--black paragraph__size--default   block-paragraph__paragraph\"\n\t\t\t>\n\t\t<strong>1. Investeren in onze gebouwen en verlichting, niet uitstellen<\/strong><br>Op meerdere plekken onderschat de begroting wat er nodig is, en worden noodzakelijke investeringen ver vooruitgeschoven, soms tot 2040.<br><strong>Scholen:<\/strong> in het onderwijshuisvestingsplan komt een groot deel van de scholen pas tussen 2033 en 2040 aan de beurt. Tot die tijd betalen scholen hoge energierekeningen voor slecht ge\u00efsoleerde gebouwen, geld dat ze liever aan onderwijs besteden. Verduurzaming verdient zich juist hier terug.<br><strong>Maatschappelijk vastgoed:<\/strong> voor de accommodaties ontbreken de routekaart en het beleid nog.<br><strong>Gemeentelijke gebouwen:<\/strong> Europese regels verplichten overheden vanaf 2026 om jaarlijks energie te besparen en een deel van hun gebouwen te verduurzamen. Daar past het huidige tempo niet bij.<br><strong>Openbare verlichting:<\/strong> de lasten stijgen en het aantal storingen ook, maar een meerjarig beeld van vervanging en kosten ontbreekt.<br>Wij willen een eerlijk, meerjarig beeld van de investeringsopgave, met een reservering die daarbij past. Uitstel is niet gratis, want bouwkosten stijgen en energielasten lopen door. Als de gemeente uitstelt, moet dat een bewuste keuze van de raad zijn en niet het gevolg van een te krappe raming.<br><br><strong>2. Een meetbare gemeente<\/strong><br>Voor riolering en wegen houdt de gemeente al bij in welke staat ze zijn. Wij willen dat uitbreiden naar vastgoed en verlichting, en de risico&#8217;s in de begroting beter in cijfers uitdrukken. Dan ziet de raad elk jaar of de achterstand groeit of krimpt.<br><br><strong>3. Aangenomen moties zichtbaar in de begroting<\/strong><br>Wat de raad besluit, moet herkenbaar terugkomen in de begroting. Een voorbeeld is de motie van zeven fracties om de kinderopvang en de voorschool te overbruggen: de begroting moet laten zien hoe dat in 2027 gebeurt. Een ander voorbeeld is de aanpak van de onveilige plekken uit onze motie sociale veiligheid. Dit sluit aan bij de nieuwe werkafspraak dat het college elke motie formeel afrondt met een raadsinformatiebrief.<br><br><strong>4. Een waterstofaftakking voor Hulst<\/strong><br>De waterstofleiding die door onze gemeente komt te lopen, zit nog in de ontwerpfase. Nu aanhaken kan nog, later wordt het veel lastiger. Wij willen dat Hulst in 2027 peilt welke grootverbruikers interesse hebben, zich aanmeldt bij de provinciale aanpak en een aansluitmogelijkheid laat vastleggen. Het bestuursakkoord noemt dit onderzoek al, en nu moet het ook in de begroting staan.<br><br><strong>Samen oppakken<\/strong><br>Deze punten zijn geen wensenlijstje van \u00e9\u00e9n partij.
