De gemeenteraad heeft op 23 oktober unaniem ingestemd met een breed gedragen amendement dat korte metten maakt met een voorgesteld &#8216;seizoensgebonden&#8217; verbod. paragraph__align--left paragraph__color--black paragraph__size--default   block-paragraph__paragraph\"\n\t\t\t>\n\t\t<strong>Van seizoensregel naar permanente duidelijkheid<\/strong><br>Tijdens de raadsvergadering stond de 6e wijziging van de Algemene Plaatselijke Verordening (APV) op de agenda. In het oorspronkelijke voorstel van het college was in artikel 2:20a een rookverbod opgenomen dat enkel zou gelden tussen 1 maart en 1 oktober, of wanneer de veiligheidsregio &#8216;droogtefase 2&#8217; zou afkondigen.<br><br>Voor de gemeenteraad was dit echter te complex en te afhankelijk van externe besluitvorming. Een amendement van D66 Hulst, mede ingediend door t, Algemeen Belang Groot Hulst, CDA, VVD, PvdA en andere fracties, stuurde aan op een veel simpelere regel: altijd niet roken. Volgens de indieners is \u00e9\u00e9n eenduidige regel niet alleen duidelijker voor bezoekers, maar ook veel makkelijker te handhaven voor toezichthouders. Bovendien is in buurland Vlaanderen al jarenlang gebleken dat een dergelijke permanente regeling zeer succesvol is.<br><br><strong>Wat houdt het verbod precies in?<\/strong><br>Met de unanieme aanname van het amendement is het nu het hele jaar door verboden om te roken in natuurterreinen, zoals bossen en schorren. Dit verbod geldt bovendien tot op een afstand van honderd meter van deze gebieden. Ook is het in de open lucht ten strengste verboden om brandende of smeulende voorwerpen te laten vallen, weg te werpen of te laten liggen. Er is een logische uitzondering gemaakt: het verbod geldt uiteraard niet voor mensen die roken in gebouwen of op hun eigen aangrenzende erven.<br><br><strong>Bredere actualisatie van de APV<\/strong><br>Het rookverbod was het meest in het oog springende, maar niet het enige agendapunt. De gemeenteraad stemde tevens unaniem in met het volledige raadsvoorstel rondom de actualisatie van de APV. Hierdoor zijn er nu ook nieuwe regels vastgelegd omtrent andere lokale kwesties. Zo is er een verbod gekomen op voorhuwelijksschietingen, mogen er geen dieren meer worden gevoerd op aangewezen plekken en is verkiezingsreclame in de directe nabijheid van stemlokalen en gemeentelijke gebouwen voortaan verboden.<br><br>Met deze vernieuwde APV Hulst 2025 hoopt de gemeente de veiligheid (vooral bij Clinge), natuur en leefbaarheid weer een stuk beter te borgen.\t<\/p>\t
