paragraph__align--left paragraph__color--black paragraph__size--default   block-paragraph__paragraph\"\n\t\t\t>\n\t\t<strong>Het Bikepark aan de Wittebrugstraat ligt er inmiddels, maar de stofwolken rondom de financiering zijn nog lang niet opgetrokken. Wat ooit werd gepresenteerd als een betaalbare voorziening met veel externe subsidies, blijkt een financieel hoofdpijndossier waarvan de eindafrekening voor de gemeente Hulst nog steeds in nevelen is gehuld.<\/strong><br><br>Wie de oude plannen naast de huidige realiteit legt, ziet een wereld van verschil. De oorspronkelijke projectbegroting schetste een rooskleurig beeld: een totale investering van \u20ac 528.000, waarbij de kosten voor de gemeente zeer beperkt zouden blijven dankzij subsidies en externe bijdragen. Het plan zou de gemeente in eerste instantie zo\u2019n \u20ac 172.000 kosten, inclusief een bedrag van \u20ac 73.000 voor de verwerving van de grond.<br><br><strong>Explosie van kosten<\/strong><br>De realiteit bleek weerbarstiger. Alleen al de aankoop van de grond kostte uiteindelijk \u20ac 241.000; ruim drie keer zoveel als begroot. Van de beloofde subsidies is weinig terechtgekomen en de kosten bleven oplopen. In de Najaarsnota 2025 werd onlangs nog eens een extra post van \u20ac 103.000 opgevoerd wegens tegenvallende subsidies en hogere lasten.<br><br><strong>Met de rug tegen de muur<\/strong><br>De gemeenteraad trok in 2024 al aan de bel. In een memo van 5 december werden namens de fractie(s) ernstige bedenkingen geuit over de gigantische kostenoverschrijdingen. Echter, op dat moment werd de raad voor een voldongen feit geplaatst. Het park was al half aangelegd.<br><br>Nog belangrijker was de koppeling met woningbouwproject <strong>Groote Kreek II<\/strong>. Het stopzetten van het bikepark zou betekenen dat de verdere ontwikkeling van deze woonwijk niet door kon gaan. De raad kon feitelijk geen kant meer op. Democratisch gezien is dit een zeer ongewenste situatie: instemmen met gierende kosten, of een compleet woningbouwproject blokkeren.<br><br><strong>Totale kosten in mist verhuld<br><\/strong>Inmiddels is het park open, maar de financi\u00eble kater blijft. De belofte van een park met &#8220;zeer beperkte bijdrage vanuit de gemeente&#8221; is verbroken. Waar de teller precies stopt, is onduidelijk. De totale kosten voor de gemeenschap blijven vooralsnog in mist verhuld, terwijl de waarschuwingen voor het mislopen van subsidies (zoals de \u20ac 150.000 in 2024) helaas werkelijkheid zijn geworden.<br>Het Bikepark is er, maar de manier waarop dit financieel is doorgedrukt, verdient geen schoonheidsprijs.<br><br>Onze fractie heeft opheldering gevraagd over de afwijkingen van de begroting en een overzicht van de financi\u00eble situatie.
