paragraph__align--left paragraph__color--black paragraph__size--default   block-paragraph__paragraph\"\n\t\t\t>\n\t\tIntegriteit is geen bijkomstigheid, maar een fundament onder goed bestuur. In Hulst zijn we de afgelopen periode met vastberadenheid aan de slag gegaan om regels te scheppen die niet alleen vormen, maar ook inhoud geven aan het vertrouwen dat onze inwoners in de politiek mogen stellen. D66 Hulst is trots op de inmiddels gerealiseerde maatregelen \u2014 maar tegelijk is het helder: dit is nog geen eindpunt, maar een tussenstop op weg naar een transparantere en weerbaardere lokale democratie.<br><br><strong>Wat is er al bereikt?<\/strong><br><br>Een concreet \u00e9n symbolisch belangrijke stap is dat raads- en bestuursleden niet langer over hun eigen belangen kunnen stemmen. Een voorbeeld: als je als gemeenteraadslid voorzitter bent van een lokale voetbalvereniging, dan kun je niet meer deelnemen aan besluitvorming over subsidievragen of de aanleg van het kunstgrasveld voor die vereniging. Daarmee vermijden we schijn van bevoordeling, en versterken we het principe van objectiviteit en afstand in politieke besluitvorming. Je kiest of voor voorzitter van een dergelijke vereniging, of voor het zijn van raadslid, beide eindverantwoordelijke functies kunnen niet tegelijk uitgevoerd worden.<br>Daarnaast zijn er nu formele verplichtingen ingevoerd om (neven)functies openbaar te maken. Zo wordt voor iedereen zichtbaar welke rollen, commissies of betaalde nevenactiviteiten iemand vervult \u2014 wat helpt om belangenverstrengeling vroegtijdig te signaleren en te voorkomen. Deze openbare registraties gelden niet alleen voor raadsleden, maar ook voor het college en de burgemeester.<br>Met deze maatregelen hebben we het integriteitsbeleid in Hulst naar een hoger plan gebracht \u2014 regels en verplichtingen die eerder vaak aanwezig waren in theorie, worden nu concreet en afdwingbaar.<br><br><strong>Waarom blijven we doorgaan?<\/strong><br><br>Rechtsstaat en vertrouwen vragen voortdurende waakzaamheid. <br><br>Daarom benadrukken we dat:<br>&#8211;<strong>Instrumenten alleen zin hebben als ze worden toegepast \u00e9n gehandhaafd.<\/strong> Regels zonder consequenties zijn lege hulzen. We houden daarom scherp in de gaten of meldingen, controles en sancties in praktijk worden gebracht.<br><strong>-Cultuur belangrijker is dan regels.<\/strong> Regels vormen de basis; de dagelijkse politieke houding en de openheid van bestuursleden maken het verschil. We blijven werken aan een cultuur waarin verantwoording afleggen vanzelfsprekend is.<br><strong>-Continu verder ontwikkelen.<\/strong> Diepgaander onderzoek naar mogelijke risico\u2019s, trainingen voor raadsleden en collegeleden, onafhankelijke toetsing van integriteitsvraagstukken en periodieke evaluatie van het beleid \u2014 dat zijn allemaal vervolgstappen die we willen zetten.<br><strong>-De democratie versterken.<\/strong> Integriteit is een belangrijk instrument, maar uiteindelijk gaat het om betrokkenheid, inspraak en vertrouwen van inwoners. Juist in een kleinere gemeente als Hulst, waar personen \u00e9n belangen dichter bij elkaar liggen, is een robuust integriteitsbeleid essentieel om kleinschalige verstrengelingen te voorkomen.<br><br><strong>Waar staan we nu?<br><\/strong><br>Dankzij gezamenlijke inzet, ook van andere politieke partijen en de gemeenteraad als geheel, is Hulst op dit moment beter bestand tegen belangenverstrengeling dan v\u00f3\u00f3r de invoering van deze maatregelen. Maar het is geen statisch eindpunt. Elke nieuwe casus, elk nieuw vraagstuk dwingt ons tot zorgvuldig nadenken en mogelijk bijschaven.<br>D66 Hulst neemt het voortouw, opdat elke inwoner erop kan vertrouwen dat besluiten dienen om <strong>het algemene belang<\/strong>, niet persoonlijke posities.
