Snelheid en duurzaamheid zijn daarbij van het hoogste belang. D66 Hoogeveen vindt dat de gemeente alle mogelijkheden moet onderzoeken en zo maximaal mogelijk benutten. Wonen is een basisvoorziening en geen object van speculatie. Tegelijkertijd moet elk huis bijdragen aan een duurzame toekomst.<\/strong>\t<\/p>\t  <\/div>\n\t<\/div>\n  <\/div>\n\n\n<div\n  id=\"\"\n  class=\"wrapper  wrapper__spacing-bottom-large--30 thema wonen \u00e9n aan de rechten en zorgen van bewoners: het voorkeursrecht Nicolaas Beetsplein en het programma Vitale Vakantieparken.\t<\/p>\t  <\/div>\n\t<\/div>\n  <\/div>\n\n\t<\/div>\n\n\t<div class=\"block-post-content__sidebar\">\n\t\t\n\t\t\n\t\t\t<\/div>\n<\/section>\n\t  <\/div>\n\t<\/div>\n  <\/div>\n\n\n<div\n  id=\"\"\n  class=\"wrapper  wrapper__spacing-bottom-large--50 paragraph__align--left paragraph__color--black paragraph__size--default   block-paragraph__paragraph\"\n\t\t\t>\n\t\tBij het beoordelen van de plannen voor de verdere ontwikkeling van het Nicolaas Beetsplein kwam het college tot de conclusie dat ook de bestaande woningen en garages tussen het plein en de Bilderdijklaan betrokken moeten worden. Daarom is op 13 mei 2025 een voorkeursrecht gevestigd. Dit houdt in dat eigenaren hun woning eerst aan de gemeente moeten aanbieden als zij willen verkopen. Dat veroorzaakt begrijpelijkerwijs onrust, zeker omdat de communicatie hierover ronduit matig is geweest \u2013 iets wat het college zelf ook erkent.\t<\/p>\t  <\/div>\n\t<\/div>\n  <\/div>\n\n\n<div\n  id=\"\"\n  class=\"wrapper  wrapper__spacing-bottom-large--30 wrapper__spacing-bottom-desktop--20  wrapper__gutter--none\"\n  >\n  \t<div class=\"wrapper__container wrapper__container-width-large--default\">\n\t  <div class=\"wrapper__inner wrapper__width-large--24 wrapper__width-mobile--24\">\n\t\t<p\n\t\tclass=\"paragraph paragraph__align--left paragraph__color--black paragraph__size--default   block-paragraph__paragraph\"\n\t\t\t>\n\t\tD66 begrijpt de zorgen van bewoners die niet willen verhuizen. In ons debat benoemden we \u2018Klaas en Annemiek\u2019, die hun eigen kasteeltje tegen de vlakte zagen gaan. Maar we kennen ook \u2018Jan en Peter\u2019 die hun tuin wel mooi vinden, maar ook bewerkelijk, en toch al binnen 5 tot 10 jaar willen verhuizen naar een appartement. Die 5 tot 10 jaar is ook ongeveer de termijn waarbinnen de plannen mogelijk tot uitvoering komen. Belangrijk is: het voorkeursrecht verplicht niemand te verkopen. Daarnaast is geregeld dat de marktwaarde het startpunt is bij verkoop, inclusief een verhuiskostenvergoeding, iets wat bij gewone verkoop niet aan de orde is.\t<\/p>\t  <\/div>\n\t<\/div>\n  <\/div>\n\n\n<div\n  id=\"\"\n  class=\"wrapper  wrapper__spacing-bottom-large--30 wrapper__spacing-bottom-desktop--20  wrapper__gutter--none\"\n  >\n  \t<div class=\"wrapper__container wrapper__container-width-large--default\">\n\t  <div class=\"wrapper__inner wrapper__width-large--24 wrapper__width-mobile--24\">\n\t\t<p\n\t\tclass=\"paragraph paragraph__align--left paragraph__color--black paragraph__size--default   block-paragraph__paragraph\"\n\t\t\t>\n\t\tSommige bewoners vrezen onteigening. Het eerlijke verhaal is: garanties dat nooit tot onteigening wordt overgegaan zijn niet te geven. Dat is net zoiets als garantie op blijvend vrij uitzicht, of baangarantie tot pensioen. Feit is: dit besluit is geen besluit wat onteigening tot gevolg heeft.\t<\/p>\t  <\/div>\n\t<\/div>\n  <\/div>\n\n\n<div\n  id=\"\"\n  class=\"wrapper  wrapper__spacing-bottom-large--30 wrapper__spacing-bottom-desktop--20  wrapper__gutter--none\"\n  >\n  \t<div class=\"wrapper__container wrapper__container-width-large--default\">\n\t  <div class=\"wrapper__inner wrapper__width-large--24 wrapper__width-mobile--24\">\n\t\t<p\n\t\tclass=\"paragraph paragraph__align--left paragraph__color--black paragraph__size--default   block-paragraph__paragraph\"\n\t\t\t>\n\t\tTenslotte, wat als we het voorkeursrecht niet verlengen? Dan blijft het gebied \u2018besmet\u2019. Nieuwe kopers haken af en speculanten krijgen vrij spel. Over 2 jaar kan de gemeente dan opnieuw een voorkeursrecht (proberen) te vestigen, maar dat brengt alleen maar extra onzekerheid. Hierin worden vakantieparken beoordeeld op hun toekomst: behouden als recreatiepark, of transformeren naar een woonpark. Voor Hoogeveen ligt er nu een voorstel om drie parken te transformeren.\t<\/p>\t  <\/div>\n\t<\/div>\n  <\/div>\n\n\n<div\n  id=\"\"\n  class=\"wrapper  wrapper__spacing-bottom-large--30 wrapper__spacing-bottom-desktop--20  wrapper__gutter--none\"\n  >\n  \t<div class=\"wrapper__container wrapper__container-width-large--default\">\n\t  <div class=\"wrapper__inner wrapper__width-large--24 wrapper__width-mobile--24\">\n\t\t<p\n\t\tclass=\"paragraph paragraph__align--left paragraph__color--black paragraph__size--default   block-paragraph__paragraph\"\n\t\t\t>\n\t\tD66 Hoogeveen is positief over dit programma. De aanpak maakt een einde aan jarenlange onzekerheid voor bewoners die vaak al permanent op een recreatiepark wonen. Door de transformatie ontstaat niet alleen juridische duidelijkheid, maar ook nieuwe kansen. Woningen kunnen na de bestemmingswijziging vaak uitgebreid worden in vierkante meters, waardoor ze beter passen bij de woonwensen van vandaag.\t<\/p>\t  <\/div>\n\t<\/div>\n  <\/div>\n\n\n<div\n  id=\"\"\n  class=\"wrapper  wrapper__spacing-bottom-large--30 wrapper__spacing-bottom-desktop--20  wrapper__gutter--none\"\n  >\n  \t<div class=\"wrapper__container wrapper__container-width-large--default\">\n\t  <div class=\"wrapper__inner wrapper__width-large--24 wrapper__width-mobile--24\">\n\t\t<p\n\t\tclass=\"paragraph paragraph__align--left paragraph__color--black paragraph__size--default   block-paragraph__paragraph\"\n\t\t\t>\n\t\tWe vinden het terecht dat een deel van de waardestijging via de vereveningsbijdrage terugvloeit naar de gemeenschap. Tegelijkertijd pleiten we voor een menselijke maat richting bewoners met een bestaande gedoogbeschikking. Voor hen mag dit proces niet verzanden in juridisch spijkers op laag water zoeken.\t<\/p>\t  <\/div>\n\t<\/div>\n  <\/div>\n\n\n<div\n  id=\"\"\n  class=\"wrapper  wrapper__spacing-bottom-large--30 wrapper__spacing-bottom-desktop--20  wrapper__gutter--none\"\n  >\n  \t<div class=\"wrapper__container wrapper__container-width-large--default\">\n\t  <div class=\"wrapper__inner wrapper__width-large--24 wrapper__width-mobile--24\">\n\t\t<p\n\t\tclass=\"paragraph paragraph__align--left paragraph__color--black paragraph__size--default   block-paragraph__paragraph\"\n\t\t\t>\n\t\tOok vroegen we aandacht voor de betaalbaarheid van de vereveningsbijdrage. Hoewel deze met een plafond van \u20ac6.500 redelijk is, kan dit bedrag voor sommige bewoners lastig in \u00e9\u00e9n keer op te brengen zijn. Daarom hebben we het college opgeroepen te onderzoeken of een hypothecaire lening via bijvoorbeeld SVn kan helpen om de lasten te spreiden.\t<\/p>\t  <\/div>\n\t<\/div>\n  <\/div>\n\n\n<div\n  id=\"\"\n  class=\"wrapper  wrapper__spacing-bottom-large--30 wrapper__spacing-bottom-desktop--20  wrapper__gutter--none\"\n  >\n  \t<div class=\"wrapper__container wrapper__container-width-large--default\">\n\t  <div class=\"wrapper__inner wrapper__width-large--24 wrapper__width-mobile--24\">\n\t\t<p\n\t\tclass=\"paragraph paragraph__align--left paragraph__color--black paragraph__size--default   block-paragraph__paragraph\"\n\t\t\t>\n\t\tTen slotte hebben we tijdens de raadsbehandeling gevraagd om duidelijkheid over de besteding van de vereveningsbijdrage. Hoe vrij is de inzet, en over welke periode wordt dat verantwoord? Ons voorstel is bovendien om deze bijdragen voor het nieuwe zwembad in te zetten.
