D66 was blij met deze verordening. Eindelijk hadden we een verordening die borgt dat de sociale en middeldure woningen die gerealiseerd worden bestemd zijn voor een specifieke doelgroep, een bepaalde periode in standgehouden worden,\u00a0\u00e9n, via de Huisvestingsvergoeding daadwerkelijk aan de doelgroep toegewezen worden. En dat hebben we hard nodig in deze krappe woningmarkt.\t<\/p>\t  <\/div>\n\t<\/div>\n  <\/div>\n\n\n<div\n  id=\"\"\n  class=\"wrapper  wrapper__spacing-bottom-large--30 wrapper__width-mobile--24\">\n\t\t<p\n\t\tclass=\"paragraph paragraph__align--left paragraph__color--black paragraph__size--default   block-paragraph__paragraph\"\n\t\t\t>\n\t\tDeze verordening wordt niet van rechtswege opgenomen in de Omgevingswet. Er is ook geen overgangsrecht geregeld. Zie ook\u00a0<a href=\"https:\/\/www.wijnenstael.nl\/publicaties\/7412\">Reguleren woningbouw: straks ook mogelijk onder de Omgevingswet? (wijnenstael.nl)<\/a><br><br>D66 Hilversum stelt hiermee vast dat een belangrijk publiekrechtelijk middel om de schaarse woningen te behouden voor de doelgroep er straks niet meer is.<br><br>Gemeente Hilversum zal daarom maatregelen moeten nemen om ervoor te zorgen dat de eisen die wij stelden in de Doelgroepenverordening voor sociale en middeldure huurwoningen publiekrechtelijk op een andere wijze vastgelegd worden. Dan gaat het over maximale huurprijzen, maximale huurprijsstijging, kenmerken doelgroep, instandhoudingstermijn, prijs-kwaliteitverhouding en de zogenaamde hardheidsclausule. D66 Hilversum vindt het belangrijk dat dat ook gebeurt.<br><br>Al deze eisen zullen opgenomen moeten worden in het Omgevingsplan. Op het moment dat de Omgevingswet in werking treedt (vooralsnog 1 juli 2022) zal dit gereed moeten zijn. Is het Omgevingsplan niet op tijd gereed dan zal het op een andere wijze geborgd moeten worden.<br><br>Daarvoor zijn er verschillende mogelijkheden zo hebben wij begrepen,\u00a0 bijvoorbeeld via een veegplan maar mogelijk kan ook de Doelgroepenverordening omgezet worden naar een verordening i.d.z.v. de Gemeentewet. Daarnaast is het waarschijnlijk van belang dat alle overeenkomsten en verordeningen waarin naar de Doelgroepenverordening wordt verwezen, beoordeeld en eventueel\u00a0 aangepast worden.<br><br><strong>D66 Hilversum heeft daarom de volgende vragen:<\/strong>\t<\/p>\t  <\/div>\n\t<\/div>\n  <\/div>\n\n\n<div\n  id=\"\"\n  class=\"wrapper  wrapper__spacing-bottom-large--20  wrapper__gutter--none\"\n  >\n  \t<div class=\"wrapper__container wrapper__container-width-large--default\">\n\t  <div class=\"wrapper__inner wrapper__width-large--24 wrapper__width-mobile--24\">\n\t\t\t<div class=\"block-lists  block-lists__color--black\">\n\t\t<p class=\"paragraph  paragraph__color--black paragraph__size--default\">\n\t\t\t<\/p><ul class=\"block-lists lists__lists lists__weight--medium lists__color--black lists__type--default\">\n\t<li>Is de gemeente bekend met dit gevolg van de Omgevingswet voor de Doelgroepenverordening?<\/li><li>Is het college voornemens alle voorwaarden die vastgelegd zijn in de huidige doelgroepenverordening op een andere wijze vast te leggen? Zo nee, kunt u toelichten waarom niet?<\/li><li>Heeft het college al een aanpak vastgesteld op welke wijze zij dit probleem wil oplossen?
