paragraph__align--left paragraph__color--black paragraph__size--default   block-paragraph__paragraph\"\n\t\t\t>\n\t\tOp 20 december 2023 had de gemeenteraad in meerderheid besloten dat de verantwoordelijkheid voor het aanwijzen van locaties van betaald parkeren in Heemstede niet langer bij B&amp;W moest liggen, maar bij de gemeenteraad. De wethouder had hier negatief over geadviseerd, omdat zij zorgen had over de uitvoering. Onze D66-fractie had ook tegengestemd, omdat wij vinden dat de raad (die kaderstellend en controlerend is) niet allerlei uitvoeringstaken van het college moet overnemen, met alle beslommeringen van dien.\u00a0<br><br>En die beslommeringen kwamen er. De gemeente ontdekte dat een tweetal verordeningen niet langer op elkaar aansloten en dat de gemeente Heemstede volgens de letter der wet, sinds het begin van het jaar, geen parkeergeld had mogen vragen. Bewoners mogen het ge\u00efnde geld derhalve terugvorderen. <br><br>In een extra raadsvergadering werd de raad gevraagd de Raadsbevoegdheid te corrigeren door het (voorlopig) weer te wijzigen in een Collegebevoegdheid.<br><br>HBB en GL kwamen in de vergadering met een motie van afkeuring, omdat zij meenden meermaals onjuist en onvolledig ge\u00efnformeerd te zijn en dat het College adequater en sneller had moeten handelen. Na stevige discussies werd de motie verworpen. De D66-fractie stemde tegen, omdat wij vonden dat de wethouder had aangegeven dat het bij de bestaande verordeningen een B&amp;W-bevoegdheid was, dat de raad dit eventueel zou kunnen wijzigen, maar dat dit mogelijk lastig kon zijn.<br><br>Dat is (helaas) ook zo gebleken.
