Uiteindelijk wil ik voor iedereen die in Hattem wil wonen een geschikte en betaalbare woning. Maar toch op zijn minst dat iedereen die al in Hattem geboren is of woont en bijvoorbeeld uit huis gaat stromen naar een huur of koopwoning, dat ook kan. Kwakkel: \u201cDan kom je al snel aan de discussie:\u00a0<em>inbreiden of uitbreiden<\/em>.\u201d Bij inbreiden ga je uit van de bestaande bebouwing en wijken, en probeer je daarbinnen meer wooneenheden te realiseren. \u201cIk denk dat de mogelijkheden daartoe in onze stad zeer beperkt zijn en dat dit dus te weinig op zal leveren. Het is kostbaar, maakt woningen niet goedkoper en bovendien moet je dan snel de hoogte in. Dat laatste past niet goed bij de uitstraling van Hattem, met vooral laagbouw.\u201d De andere optie, uitbreiden, betekent het verbreden van de bebouwde grenzen door nieuwe wijken aan te laten sluiten. \u201cHet spreekt voor zich dat je dan sneller wooneenheden kan toevoegen, maar dan kom je weer tegen het dilemma: waar dan. We zijn omringd door polders, uiterwaarden en natura2000 gebied.
