Met dit initiatiefvoorstel wil D66 Groningen samen met de indienende fracties dat de Gemeente Groningen zich inzet om vroegtijdig de talenten van asielzoekers en statushouders te koppelen aan de block-paragraph__paragraph\"\n\t\t\t>\n\t\tVerschillende demografische onderzoeken tonen aan dat de komende 50 jaar de bevolking krimpt en de cruciale sectoren hierdoor nog meer onder druk komen te staan. Ook in de regio Groningen &#8211; Drenthe staat de arbeidsmarkt onder druk en staan veel vacatures open. Terwijl uit verschillende rapporten van het CBS en de SER is gebleken dat een meerderheid van de statushouders en asielzoekers nog jaren werkloos zal zijn en werkgevers momenteel staan te springen om nieuw personeel. De cijfers, onderzoeken en zelfs een uitspraak van de Raad van State is helder, bepaalde administratieve en wettelijke regels belemmeren en demotiveren de weg naar de arbeidsmarkt voor asielzoekers en statushouders en dit zou anders moeten. Een van deze regels is de 24-weken-eis, die asielzoekers alleen toestond om maar 24 weken in het jaar te mogen werken. Na een recente uitspraak van de Raad van State is de 24-weken-eis komen te vervallen en hierdoor verdwijnt een drempel. Toch blijven andere randvoorwaarden onopgelost, waardoor het nog steeds lastig blijft voor asielzoekers om werk te vinden en werkgevers om asielzoekers aan te nemen.\t<\/p>\t  <\/div>\n\t<\/div>\n  <\/div>\n\n\t<\/div>\n\n\t<div class=\"block-post-content__sidebar\">\n\t\t\n\t\t\n\t\t\t<\/div>\n<\/section>\n\t  <\/div>\n\t<\/div>\n  <\/div>\n\n\n<div\n  id=\"\"\n  class=\"wrapper  wrapper__spacing-bottom-large--50 wrapper__spacing-bottom-desktop--70 wrapper__spacing-bottom-mobile--50  wrapper__gutter--none\"\n  >\n  \t<div class=\"wrapper__container wrapper__container-width-large--default\">\n\t  <div class=\"wrapper__inner wrapper__width-large--18 wrapper__width-desktop--22 wrapper__width-mobile--24 wrapper__offset-large--6 wrapper__offset-desktop--2 wrapper__offset-mobile--0\">\n\t\t<section class=\"block-post-content\">\n\t<div class=\"block-post-content__title\">\n\t\t<h3 class=\"heading  heading__color--black heading__size--medium heading__font--sans heading__weight--bold  block-post-content__heading\" id=\"nav-drie-voorstellen3047\" data-nav-heading-mobile=\"Drie voorstellen\">\n\tDrie voorstellen<\/h3>\t<\/div>\n\t<div class=\"block-post-content__content\">\n\t\t\n<div\n  id=\"\"\n  class=\"wrapper  wrapper__spacing-bottom-large--30 wrapper__spacing-bottom-desktop--20  wrapper__gutter--none\"\n  >\n  \t<div class=\"wrapper__container wrapper__container-width-large--default\">\n\t  <div class=\"wrapper__inner wrapper__width-large--24 wrapper__width-mobile--24\">\n\t\t<p\n\t\tclass=\"paragraph paragraph__align--left paragraph__color--black paragraph__size--default   block-paragraph__paragraph\"\n\t\t\t>\n\t\tMet de drie verschillende voorstellen van het initiatiefvoorstel hopen wij dat de overige drempels voor asielzoekers, statushouders maar ook werkgevers worden weggenomen zodat talent sneller gekoppeld wordt aan de arbeidsmarkt.\u00a0 Zo vragen wij het college om beleid te ontwikkelen voor de volgende trajecten: Statushouders voor de Klas, Statushouders in de Zorg en een meedoenbalie in toekomstige AZC aan de Sint. Petersburgweg. Het traject \u2018Statushouders voor de Klas\u2019 is gericht voor statushouders met werkervaring in het onderwijs, waar ze gekoppeld worden aan onderwijsinstellingen en met begeleiding daar aan de slag gaan. Statushouders in de Zorg richt zich op statushouders met een achtergrond in de zorg, ook hier geldt dat een goede begeleiding van belang is om de stap naar de zorgsector te zetten. De meedoenbalie in de toekomstige AZC aan de Sint. Petersburgweg zou een eerste stap kunnen bieden voor asielzoekers om in contact te komen met de lokale samenleving door middel van vrijwilligerswerk of betaald werk.<br><br>Maria Martinez Doubiani: \u201c<em>Een vroegtijdige toetreding van asielzoekers en statushouders tot de arbeidsmarkt vergroot de kans op een goede integratie, snellere beheersing van de Nederlandse taal, het biedt perspectief, stimuleert zelfredzaamheid en helpt daarbij de tekorten op de arbeidsmarkt te dichten.
