Het moet het antwoord zijn op de grote uitdagingen van het continent, van veiligheid tot het economisch en technologisch bijhouden van China en de VS. Volgens D66-delegatieleider en begrotingswoordvoerder Gerben-Jan Gerbrandy doet de Europese Commissie een goede aanzet: <em>&#8220;Von der Leyen herhaalt eigenlijk Draghi: we moeten kiezen tussen een fundamentele hervorming of wegzakken in het moeras. Het is nu vooral aan de lidstaten om die realiteit onder ogen te zien. \u00a0Het veilig houden van Europa, een realistische klimaataanpak en een toekomstbestendige economie vragen onontkoombaar om Over het standpunt van het Nederlandse kabinet om de Europese begroting deels weg te bezuinigen is Gerbrandy niet te spreken:<br>\u00a0<br><em>&#8220;Het is nu al, alsof je met een proppenschieter het slagveld op moet. We zijn een minuscule begroting aan het inzetten voor gigantische programma&#8217;s, waarmee we alles van wetenschap tot klimaatverandering en concurrentie van China en de VS willen tackelen. De huidige begroting is nog geen 1% van de hele economie. Hij wijst op het coronaherstelfonds, waarvoor gezamenlijke leningen aan zijn gegaan die de komende jaren terug moeten worden betaald. <em>&#8220;Het is goed dat we tijdens de coronacrisis ons herpakt hebben als Europa en hebben samengewerkt om de crisis te lijf te gaan. Maar er is toen vergeten om een duurzame oplossing te bedenken, waarbij ook de uitgaves goed worden gecontroleerd.&#8221;<\/em><br>\u00a0<br>Gerbrandy pleit voor een normale, jaarlijkse Europese begroting, waar het parlement toezicht op houdt. Als eerste stap stelt hij voor om de looptijd van de Europese begroting van zeven naar vijf jaar te veranderen:<br>\u00a0<br><em>&#8220;Wat we nu de EU-begroting noemen is allang niet meer hoe dat ooit in de verdragen is gezet.<\/em> <em>Op vele miljarden euro&#8217;s is geen parlementaire controle en de Rekenkamer kan er ook geen chocola van maken. Bedrijven, wetenschappers en regio&#8217;s staan te schreeuwen om investeringen in ons verdienvermogen. Traditioneel is het de grootste Europese begrotingspost om Europa dichter bij elkaar te brengen en de economie door heel Europa te versterken. Met behulp van dit regiobeleid, dat altijd is vormgegeven samen met de regio&#8217;s, profiteren mensen in regio&#8217;s in Europa enorm van de Europese samenwerking en ontstaan er nieuwe afzetmarkten voor ondernemers uit rijkere landen. De Europese Commissie wil dat nationale hervormingen gekoppeld worden aan onder andere de regionale fondsen en als \u00e9\u00e9n nationaal plan ingediend worden.<br>\u00a0<br>Europarlementari\u00ebr Raquel Garc\u00eda Hermida-van der Walle zit namens D66 in de commissie Regionale Ontwikkeling en ziet hoe regio&#8217;s zich zorgen maken: <em>&#8220;Ik hoor iedere week van burgemeesters en wethouders dat ze bang zijn om straks niet meer aan tafel te zitten. Daar maak ik me veel zorgen over. Regio&#8217;s moeten alsnog vanaf de tekentafel mee kunnen praten en zeggenschap houden over hoe regionale fondsen besteed worden.&#8221;<\/em><br><em>\u00a0<\/em><br>Tegelijkertijd is er ook een duidelijke noodzaak om te kijken naar het eenvoudiger en nog doelmatiger maken van de regiofondsen. Volgens Garc\u00eda Hermida-van der Walle is de expertise van de regio cruciaal om het geld goed terecht te laten komen: <em>&#8220;Door regio&#8217;s een belangrijke stem te geven zorgen we ervoor dat het geld niet gebruikt wordt voor een Haags begrotingstekort, maar voor bijvoorbeeld lokale ondernemers, zorginstellingen en bibliotheken.&#8221; <\/em>Regio&#8217;s hebben nu een directe band met
