Behalve dat studenten minder hoeven te lenen, worden ook de mogelijkheden verruimd voor studenten van ouders met een middeninkomen om aanvullende beurs te ontvangen. De studenten die tijdens het leenstelsel hebben gestudeerd krijgen een financi\u00eble tegemoetkoming en de bijverdiengrens in het mbo wordt afgeschaft. Eerste Kamerlid voor D66 Peter van der Voort sloot zijn Eerste Kamerlidmaatschap na ruim drie jaar af met dit debat waarin zijn drie portefeuilles \u2013 zorg, financi\u00ebn, en onderwijs \u2013 Zo hebben studenten met ouders die een middeninkomen verdienen nu ook recht op de aanvullende beurs. Senator Van der Voort constateerde echter dat niet iedereen die voor de aanvullende beurs in aanmerking komt deze ook daadwerkelijk aanvraagt en vroeg de minister om maatregelen naar het gebruik van de aanvullende beurs te stimuleren. Minister Dijkgraaf gaf aan dat de aanvullende beurs sinds begin dit jaar automatisch staat aangevinkt, waardoor studenten deze actief moeten uitvinken als ze de aanvullende beurs niet willen ontvangen. Peter van der Voort ziet de voordelen in de mienskip in het kleine Friese dorp waar hij woont, waar diversiteit in opleidingsniveau onder jongeren een feit is. De gelijkwaardige behandelingen van alle soorten opleidingen en studenten in de waaier van het onderwijs versterkt de samenleving. Daarnaast vroeg senator van der Voort de minister wat voor effect de groei van internationale studenten op de begroting heeft en wat de mogelijke gevolgen zijn voor internationale studenten. De mentale gezondheid onder studenten gaat zorgelijk hard achteruit. Een van de oorzaken is de studiedruk en studieschuld, maar ook weerbaarheid, regie en invloed op de eigen toekomst spelen een rol. Het bieden van ruimte op die aspecten vindt D66 minstens zo belangrijk als puur financi\u00eble compensatie.
