Na een spannend debat is het amendement met een kleine meerderheid aangenomen. Hierdoor wordt het in de toekomst aantrekkelijker om betaalbare koopwoningen te bouwen in Diemen.\t<\/p>\t  <\/div>\n\t<\/div>\n  <\/div>\n\n\n<div\n  id=\"\"\n  class=\"wrapper block-paragraph__paragraph\"\n\t\t\t>\n\t\tDe woonvisie bepaalt de kaders voor woningbouw in Diemen. Deze woonvisie heeft vier pijlers: Betaalbaarheid en beschikbaarheid, Wonen met zorg en welzijn, Duurzaamheid en Sterke Wijken.<br>De focus ligt in de woonvisie op het realiseren van betaalbare sociale en middeldure huurwoningen en extra aandacht voor passende woningvoorraad voor jongeren\/starters en ouderen. <br><br>Daarnaast besteedt de woonvisie aandacht aan het beheer van de<br>bestaande woningvoorraad, duurzaamheid (o.a. de warmtetransitie) en tot slot de huidige onzekerheid met betrekking tot de regelgeving vanuit het Rijk en de mogelijke toekomstige consequenties daarvan.<br><br>Dat betekent dat ontwikkelaars die in Diemen woningen willen bouwen, niet alleen maar de duurste en winstgevende woningen mogen bouwen, maar ook een groot deel sociale en middeldure woningen bouwen.<br><br>Met deze woonvisie is Diemen goed voorbereid op de toekomst. We vinden dat er niet alleen behoefte is aan betaalbare huurwoningen, maar ook aan betaalbare koopwoningen. Voor veel starters op de woningmarkt is een koopwoning nu onbereikbaar. Daarom heeft D66 samen met de VVD en Ons Diemen een amendement opgesteld om betaalbare koop onderdeel te maken van de woonvisie. <br><br>Door dit amendement kunnen ontwikkelaars in de toekomst de opgave die de gemeente Diemen stelt voor betaalbare woningen in het middeldure segment ook voor een beperkt deel invullen met betaalbare koopwoningen van \u20ac390.000 of minder. \t<\/p>\t begrippenlijst wordt na \u2018Bestemmingsplan\u2019 de volgende definitie toegevoegd:<br><em>Betaalbare koop: een koopwoning met een verkoopprijs tot de betaalbaarheidsgrens van \u20ac390.000 (prijspeil 2024).<\/em><br><br><\/li><li>In het kader \u20182.3. Wat gaan we hiervoor doen?\u2019 op p.12 wordt punt 4 als volgt gewijzigd:<br><em>We streven naar 2\/3 betaalbaar bouwen conform de Woondeal in die projecten die nog niet definitief zijn vastgelegd in overeenkomsten of omgevingsplan. De opgave in het middensegment vullen we in door middeldure huur of een beperkt aandeel betaalbare koop. Voor de inbreidingslocaties baseren we ons op 100% sociaal of middensegment. Voor transformatielocaties baseren we ons op minimaal 30% sociale huur \u00e9n minimaal 25% middensegment.<\/em><br><br><\/li><li>Op p. 26 wordt \u201cIn de huidige [\u2026] kunnen worden gebouwd.\u201d vervangen door:<br><em>In de huidige Diemense woningmarkt is het echter een forse uitdaging om de komende tijd woningen met een marktwaarde tot \u20ac 390.000 te realiseren.<\/em><br><br><\/li><li>Onder paragraaf 3.3.2 op pagina 26 wordt de tekst \u201cGezien de behoefte [\u2026] te laten komen\u201d als volgt gewijzigd:<br><em>Betaalbare koop in woningbouwprogrammering<br>We staan ervoor open om een beperkt deel van onze woningbouwopgave in het middensegment in te vullen met betaalbare koopwoningen. Om betaalbare koop als zodanig te borgen, nemen we deze woningbouwcategorie op termijn op in de regels van ons omgevingsplan. Daarbij leggen we een minimale instandhoudingstermijn voor deze woningbouwcategorie vast.<\/em><br><br><\/li><li>In het kader \u20183.3.
