de gemeenteraad van De Bilt regelmatig geplaagd door conflicten, vertragingen en onderlinge spanningen. In plaats van inhoudelijke besluitvorming ging veel tijd verloren aan procedures en incidenten. Dat schaadt niet alleen de slagvaardigheid van de raad, maar ook het vertrouwen van inwoners.<br>Donja Hoevers is daar helder over: het kan effici\u00ebnter en constructiever. \u201cWij kunnen in een derde van de tijd net zoveel besluiten nemen als nu,\u201d stelt zij. Zo\u2019n akkoord wordt gesloten door alle partijen \u2013 of een brede meerderheid \u2013 en zorgt ervoor dat per onderwerp naar steun wordt gezocht in de hele raad.<br>Dat geeft meer invloed aan de gemeenteraad en voorkomt dat kleine partijen zich buitengesloten voelen. \u201cMet name kleine partijen hebben soms het gevoel dat zij niet meedoen en dat vind ik niet goed,\u201d aldus Donja.
