href=\"https:\/\/www.youtube.com\/watch?v=9gnbFChx7IQ\">deze bijeenkomst<\/a> werden er een presentatie gegeven door een aantal bij het onderwerp betrokken professionals en aansluitend gediscussieerd block-paragraph__paragraph\"\n\t\t\t>\n\t\tHet was een boeiende discussie waar de sprekers vanuit hun eigen gezichtspunt hun best deden om de door hen bepleite oplossing voor het daglicht te brengen. Dit betekent een aanpassing van de leennorm die rekening houdt met de kosten van verduurzaming van de woning. Het resultaat moet dan ook een invloed hebben op de taxatiewaarde van de woning. Hierbij ligt er een schone taak voor de gemeenten die een regierol dienen te nemen in de verbinding tussen de aanbiedende marktpartijen en de vragende inwoners. Er vinden op dit moment voorstudies plaats in 10 gemeenten in Nederland om te kijken hoe er op de beste wijze vorm gegeven kan worden aan deze samenwerking. Zij nemen de volledige zorg van de verduurzaming van woningen op zich waarbij de wooneigenaar wordt ontzien. Financiering vindt plaats onder een Gemeentelijke Verduurzamingsregeling waarbij er binnen die regeling een vast bedrag wordt betaald die de energiekosten dekt. De energiekosten worden daarmee losgekoppeld van de marktprijzen en de aflossing vindt plaats op basis van het verschil tussen de betaalde vaste energieprijs via de verduurzamingsregeling en de marktprijs van de energie. De regeling blijft verbonden aan de woning en niet aan de eigenaar en wordt gefinancierd door de Bank Nederlandse Gemeenten (BNG). Mogelijk hielp dat, maar was tegelijk ook jammer. Er ontspon zich een boeiende discussie tussen met name Jeroen Pels en Richard van Rooij over de voors-en-tegens van de door hun beide geboden oplossingen.
